It doesn't matter... I found a loophole.
The definition of Organized Event includes, "on a predetermined route
or course."
That means I can show up with 1,500 riders, give 'em all maps and
say, "Y'all go and have fun now!"

I like that. That is the same thinking that lead to the famous Barstow to
Vegas Protest ride. They had denied the race, but the course was still open to
public riding as long as it was not an organized group. So we all showed on
race day and rode the course as a pleasure ride in our little non-groups.
There was nothing that powers that be could do about it and they were steaming.
We all held to the same story, since y'all canceled the race we thought it
would be a good weekend the come down for a ride and who'd of guessed some many
other people would have the same idea.
The first 50 or so riders out took all the flak, but by the 100th rider had
left the authorities threw in the towel, however that wasn't before they
decided to single out Rick Sieman and The Phantom Duck on a lot of trumped up
charges. It took a lot of years but Rick and the Duck finally won the day. In a
lot of ways this was the catalyst to birthed a generation of OHV advocates out
west and we are still fighting the good fight.
