The "white stuff" is airplane glue. I personally would use KREEM or its ilk only for gas tanks that are so rusted that they're no longer gas-tight. Otherwise I would use the solution recommended by the manufacturers, which is to wash the tank out with MEK to get rid of any varnish or other such fuel residues, then fill it with dilute phosphoric acid. The phosphoric acid reacts with the remaining rust and turns it into a hard black coating which serves to protect the remaining steel.
