Hi Chris,
No, it's not their fault at all.
However, in your scenario IF they fail to listen to repeated warnings that
it's unsafe to walk unprotected in a shooting gallery AND they refuse to wear
that vest THEN it is their fault for not exercising Due Dilligence. Obviously
face the consequences of their failure to take appropriate action.

You guys are still missing the solution! It is too bad that all you
can think of is a passive, whimpering response.
The shooting stops when the intended victim can and does return
effective fire. I know of what I speak.
I carry 24/7, legally, and it is always peacable where I am.

This coming from a part of Amerika that has the tightest gun control
laws and amoung the highest crime/murder rates??? Wash DC being the
worst.

That's a nifty analogy, about a smooth in logic as Al Franken's
politics.

A better analogy is, we know the doohickey fails, Kawasaki won't do
anything about it. Because we know better, we take action ourselves
to avoid a catastrophic failure. Knowing a catastrophic failure is
likely to happen and then not taking action, while you are laying in a
pile of metal and plastic on the interstate; do you care who is to
blame? Do you then blame your mechanic for not making you fix it?
You were warned, you were informed, you chose to leave yourself at
risk, nobody will cry for you. The rider ultimately is to blame.
