4000 + rpm

My 2002 KLR has just reached 2500 miles and suddenly I have intermittent flat spots starting at exactly 4000 rpm and continuning on up.
Any fixes for this one? Already changed the gas, checked the air filter and plug.
Is this the infamous "lean surge"? I was under the impression that that occured below 3500. And why would it just now start?

I'm guessing you have a slightly plugged main jet, a vacuum leak at
the fuel petcock, or a vacuum leak in the top side of the carb
(diaphragm or cover).

Is the airbox cover shut tightly? When I got my bike I had a flat spot
at almost exactly 4000 rpm because the screw had fallen out and only the
plastic side cover was keeping the airbox door from falling off.

Airbox was tight when I checked the filter.
This seems to happen more on the morning commute (between 40 - 50F degrees) than in the afternoon (70-80+)

stock tires pretty cheap ...

According to the manual, the 600 came with Dunlop K750 or 550 series
tires. The early 650's appear to have come with the Dunlop Trail Max.
