the blue barge

It is not really a barge but that was the first thought into my mind
(from my nautical days in CA) when I came around the bend on Buckhorn
Rd., (20 miles of riding mostly in a sand wash) which is NW of PHX,
AZ, between Lake Pleasant and Wickenburg, and saw it through the
bushes. This 40' dual pontoon water going wessel (the next word that
popped up was dredge) is moored in the path of possible water (facing
upstream of course) by two 10" pipes. It has obviously been there
for some time. My question: Does anyone know the history of this
vessel?
