The ranchers insist that the Bureau of Land Management is not removing the horses at a fast enough rate through government wild horse adoption programs, so they deal with the problem in their own ways. To add insult to injury, some ranchers have become quite wealthy while enjoying preferential cash cow land leasing arrangements most people cannot qualify for.
