Hi Mark... first of all (and i appologise if this seems trivial)
check that the idle ajustment screw is set correctly- this is the
large knob on the right hand side- turn it in and out a few times and
see how your revs change. I guess this is not your problem though as
i just re-read your message and see that the choke lever is jamming...
Secondly, unscrew the choke assembly from the top-left hand side of
the carb (you may have to remove the long thin black cover on the
left hand side of the bike to get to it) and be very careful as its
made of plastic and easly damaged. with the choke out- pull on the
choke leaver at the handlebars... does the choke mechanism move
freely... is there any sign of corrosion in the cable?? I had this
problem on my XTZ where the cable was so badly corroded at the bottom
that it was all jammed up (not bad for a 3 year old bike- pays to
lube hey!)if all this looks ok (look inside the carb where the choke
goes too) then it shouldn't be jamming... check the carb slide
mechanism.... also is the needle seeting correctly??? also... I guess
the spring in the choke assembly could be messed up... hmmm...
anyway...
hope this is of some help... its actually be over a year since i've
had the carb off (bike's been sitting it the shed for the last year)
so my memory is a little clouded.

new a16 owner & manual question
Picked up my 2002 A16 today.
I had forgotten just how much fun a relatively light and good handling bike
could be. (BMW=heavy) Only hitch was the parts guy forgot to order the
tail bag that was supposed to go with it. Can't complain thought, he paid
for my first oil change.
I got on the Kawasaki web sight prepared to order the base manual and
supplement. Problem is there are 2 supplement manuals listed for the 2002.
KL650 and KL650-A.
What's the difference and which supplement manual do I need??
Does it really matter??
It's supposed to be sunny and in the 60s today..

Your bike will need two manuals. One is called the KLR600 Service Manual
part# 99924-1050-01 and the KLR650 Supplement Service Manual part#
99924-1080-57 The Base Manual was created in 1984 when the first KLR600 was
made and then Kawasaki has made Supplement manuals to include all the
updates (which haven't been many) for the later models.
I stock both of these and they are listed on my NEW parts pages at:

new a16 owner & manual question
What's throwing me off is for the 02 they have a second supplement listed.
(three manuals total)
99924-1080-58 for KL650-A. I was wondering what the difference was between
this one and the -57 supplement.
