removing countershaft sprocket

I'm trying to get a 16 tooth sprocket on my A15 KLR. I removed the
countershaft sprocket cover, but instead of the configuration shown
in the maintenance manual (two sprocket bolts), I see a big honking
27mm nut

First, put some oil on that chain and sprocket.

With a big honking 27mm socket wrench, that's how!

Seriously, use a 1/2" drive flex-handle, a short extension, and a
six-point 1 1/16" socket (easier to find than 27mm and fits very well).
Reef on that baby - it's pretty tight.

Hammer and chisel the washer flat, then use your 1/2" impact wrench and a
27mm socket.
If you don't have one of those, use a 1/2" breaker bar.
If you don't have one of those, use a 1/2" ratchet with a pipe on the end of
it.
Stand on the brake pedal if your rear wheel turns when you apply torque.
I used to use my floor jack's handle as a cheater pipe, but air tools really
are the best way to go for speed, power, and lazy bastards like myself.

And don't start reefing (??) on it until you reefed(??) the tab on
washer flat (the bottom part of the washer in your picture - where
it's bent...make it flat).
Then put on the new one and smoke some reefer (??).

Yes, you hear more noise. You're not crazy. It's also normal, when it
gets quiet again then you should worry.
When you loosened up the valves, did you remove the camchain tensioner
spring? If the tensioner ratched in a little your camchain could be
really overtightened. You don't even have to remove the tank or shrouds
again, to check the tensioner.
Have you adjusted the balancer chain?
