Cash or credit? I would suggest that you try to get financing (with your father's co-signing) to build up a credit rating. If you have the cash, you can make accelerated payments to counteract high interest rates. On the KLR, any year is fine with some important upgrades to the '96 and later series. The transmission isn't the greatest but it doesn't even compare to a clunky one like a Moto Guzzi.
