Last time I was down that way I was on a beemer, thinking how nice it would be to have the KLR. The twisties on 190 and 99M (runs through the mtns toward Kernville) are pretty excellent and there are lots of great swimming holes (free camping too) down that way. On 190 going up to Springville there are some endless tight twisties, never any higher than second gear. This is indeed a great area Russell'r has choze (I am learning how to spell like yous guise).
