As the professor pointed out...Redondo's carb article is a terrific primer, the following page shows the so-called collar...Ron and I both discovered that this baby has a way of falling out/disappearing without announcing it has done so (much like the oil filter tube). The vent tube I'm talking about attaches to the top area of the carb although internally it is venting the float bowl. Also, the suggestion to check the pilot jet screw for the o-ring is excellent.
