I agree that its easy to change the oil, and I do it myself. But there is one thing that I can see is a great deterrent, and that is disposing of the used oil. Ya see, that's the one great thing about living in an eco-sensitive city like Los Angeles. The storm drains are all marked "Drains to ocean," so you can just pour your used oil in there, and then the offshore rigs up the coast will pick it up and pump it back to the refinery.
