Good question. I have a couple of theories about this.
The E-clip is a lot thinner than the flange on the end of the stock
needle. To get the needle play right you need to use the washers or
the needle might float up and down more than it should.
Or: you can quick change the height of the needle by putting one or two
washers below the E-clip. A washer thickness appears pretty close
to one step of the notches.
And/or: the washer(s) seal up the needle hole slightly, as would
the flange on the stock needle. I guess the size of the vent hole
is determined with a certain amount of venting through the needle hole
in the piston considered, which the E-clip without a washer may exceed.

If you can believe the diagram in the leaflet that came with my kit
(kit E2144.001 Europe) 2 washers go above the E-clip.

Umm, yeah, good point. I'd be inclined to use a washer on each side
of the clip and experiment with needle height.
