Wilsons Sandbox

I've been playing around with the kit and a question came up. What are the two washers for on the needle? Do they go on top of the E clip? When I moved the clip to the second notch there's almost no space for the washers, I can't imagine using the top notch. Or do the washers go under the clip to really richen up everything.
