Bruce, A friend of mine who rode dirt for a bunch of years told me about putting a 2x4 between the tire and fender before strapping it down. I looked under the fender and saw the inch or so wide rib and didn't want to be putting too much pressure on that so here is what I did: Go to the local home supply store and pick up a single deck railing upright. I forget what they're called but they are 2x2 and cut to 45 degrees on top and bottom. Get a couple of long drywall screws. Cut the wood in half and screw it together so that it forks at one end. Measure the distance between fender and tire and cut the flat end of the wood 1-2 inches shorter. The fork in the wood fits right between the four screws holding the fender on and doesn't touch the bracing material. Works great and the screws hold the top in place. One of these days I'm going to hot glue a velcro strap on to keep it in in place at the bottom too.
