mapping software (nklr)

I looking for a decent software package for developing routes of travel.
I don't have a GPS yet, but will in the near future.
Requirements:
WIN95, 98 compatibles
Configure-able trips, i.e: No freeways, all two lane, etc.
Would be nice if:
It was CE down load-able, but not required.
Courses loadable to the future GPS (don't know model or maker yet)
Any contributors of information?

Sounds a lot like automotive airbags. After it was made a requirement
it was spun as a feature to entice people to trade up.
