klr a13 service manual

My dealership does not want me to buy a service manual for my A-13
because there is not a 1999-specific one out from Kawasaki. So far I
haven't had any bad experiences with this dealership so I am inclined
to trust them.
However, www.BuyKawasaki.com says to get:
PN 99924-1050-01 (Service Manual BASE,KLR SERIES) for $36.95
AND
PN 99924-1080-55 (Service Manual Supplement* KL650A) for $13.95.
Who is right? Will I run into problems with different torque settings
etc.? Is there a site delineating the technical changes, however
small between KLR model years?
