steering head adjustment

hi read a previous post of someone doing a test on the head and not finding anything loose but adjusting anyway. a few months ago i went for a long ride and found at around 80+ i started getting steering shake. figured it was type pressure etc. after returning i checked steering bearings and there was no play. but after reading that post i had noticed hitting the front brake or going over small bumps i was getting a clunk sound, so i decided to go ahead and tighten them anyway. much to my horror even though the test showed it was tight the nut on the top was only hand tight. is there a better test? also is there a torque value for the nut? this is a 2002 model with only 1000+ miles on it. thanks paul A16
