bike will not start
Fuel, air, spark.
First, recheck the charge on your bike; you been cranking it, recharge it. You are going to be cranking it again. grin.
Check to see if the fuel petcock is 'on'.Check to see if the fuel petcock should be in 'reserve' because you are low on fuel.Check to see if the sparkplug wire is still attached to the plug...some folks like to prank you and pull the sparkplug capCheck to be sure the fuel line AND the vacuum line are both attached to the vacuum petcock.then,Start to investigate the carb....
In a ventilated room with out an OPEN FLAME---Open the drain plug on the carb, (I would even remove it) it is located on the right side; it is 3mm allen wrench as I recall.AS you unscrew the plug, it will bleed fuel out the fuel bowl nipple located on the aft, lower edge.I would-- Place a clean white cloth on the top of the engine and crank the bike.Every time the bike hits ~TDC it should create a vaccum and it should squirt fuel onto the cloth.The white cloth is to see if the carb is full of gunk, particles or water.Water will momentarily look like 'bubbles' on the cloth until it is absorbed. If it does not squirt fuel, the float needle is stuck or the petcock has failed.NOTE: I suggest this is a good idea and should be done annually; but that is just me.or-it could be, The vacuum line from the carb to the intake side of the enginePerhaps it is not connected, orit is cracked and not operating/opening the vacuum petcock
You might be able to dislodge a stuck float by lightly tapping on the fuel bowl = big end of a screw driver.Crank the bike again with the fuel drain removed.
You will most likely have to remove the tank to fully examine the very small vacuum line.
Check the airfilter and make sure a mouse has not filled the airbox with dog food. yes Virginia, a true story.
Spark: do not pee on the spark plug while it is cranking to test for spark.yes Virginia, I have heard such stories...the story is STILL being re-told where tall tales and sea-stories are repeated.
m1. who has taken bets on your carb as the culprit.
ps. I once had to drain a carb TWICE at one fuel pump immediately after refueling.

Hey Y'all
While I have 2 T. bags, I was asked to help pickout a "Waterproof" one for someone else.
And while I understand She wants to get her husband a Quality bag that will last, I also know, she has somewhat of a limited Budget!
I'm NOT the happiest with My Tourmaster bag, I have, EVEN WITH THE RAINCOVER ON
(Last spring with cover on, everything inside was wet. So I Sprayed the heck out of it with 3 coatings of Water proofer.)
The Map case turned Yellow & The Snaps were bad, Had to replace most of them, And the Foam on the Magnetic Bottom is pealing.

I have been using a Wolfman since 2003 and it still works. Came with a rain cover for really heavy storms but I never needed it. I have put my bike under water a few times and nothing got in. They also have some nice options to fit it to your specific use and it FITS CURVED TANKS. Not all do so watch out for anybody saying fits any bike. As for Price they are not bad. Definately cheaper than some of the Euro focused accessories. More durable than most and with better customer service.
The thing about price is that they are all around the same until you target the more expensive Euro bikes or the bargain brands. You could save money on say a bargain bag, read as Touratrash, but luggage is part of the primary bike system. It isnt something you strap on once in a while like a tail bag for longer trips. This stays there and must be lived with when ever gassing up or traveling or...
I would recomend that your freind make a list of what she needs the bag to do, come off easily, look good, fit a jacket, expand, fit curved tank or flat tank... Then make a list of all the options, theres loads. After that eliminates most you can list look up or inquire about durability, Wolfman has my undying support there. Last is when you look at price. Something will stand out. She might find a bargain bag that does what she wants but starting with price will never get you what you need.
My recomendation is Wolfman, just a happy customer but if I havent killed it, it cant be killed

Wolf man Tank bags work well on my KLR and I added a Powerlet 12vdc connection to the bag that enables two 12 volt recptacles for charging phones, GPS, etc. release two clip straps at the front, remove the SAE 12 volt cord from the bike, tilt the bag back and enable fueling. Works great and water proof.
