09 won't run without full choke

Watch out when selecting stainless. There are two types used for fasteners: one is soft as butter, while the other is close to Grade 8.8 (SAE Grade 5). I'm not a fan of stainless but since I'm not likely to have to deal with that carb. No dog in the fight. Just don't use stainless in any critical/higher tension application because there it is potentially dangerous.
