Seriously, I've heard this before. I'm more inclined to think that
the screech
is due to heat glazing of the brake lining. Filing it down would
remove the
glaze. So the fix might work but not for the reason stated. Also,
most often
brake noise is associated with disk brakes (using very hard pads).
