balancer problem - what is it?

Can anyone tell me what the design flaw ("flaw" may be to strong of a word, how about "correction"?) is with '95 and earlier engine balancers? I looked through the balancer drawings on the Kawasaki website and there does appear to be a few differences between pre 96' and 96's. Why were the changes needed? How does the problem manifest itself? The recent threads concerning this issue have me wondering if 95 and earlier models are an accident waiting to happen.
