california klr - do i want it?

Greetings All. I am looking at a 98klr which was originally purchased in California and therefore had a Ca. emissions system installed. The current owner said he removed the "California Box" (what's that?)and the bike runs fine here in NC. My question is can you simply remove the Ca. emmission system and everything runs OK?
