moose plate u-bolt install torque?

Dear List, Can anyone give me an approximation of the torque I should apply to mount the U-bolt to the frame tube of the KLR when installing the Moose bash plate? Should I also use the blue Loctite on the supplied locknuts? Thank you for your help, Eric A13L

Well, the oppsoing traffic (westbound) was extremely thick and based on the "enhanced" road construction especially with the exaggerated center dividers, it did not take an atom splitter to figure out that this was not an especially safe highway.
