Actually, this very solution was advocated a while ago by Jonathan Swift.
"A Modest Proposal For Preventing The Children of Poor People in Ireland From Being Aburden to Their Parents or Country, and For Making Them Beneficial to The Public". It was supposed to be a satire and social commentary calling for action, unfortunately when he read it publicly, he was taken seriously and nearly lynched if memory serves me correctly (which it usually doesn't).
