I've got a few ideas floating around. I have an '85 600. I don't know
how similar they are to the 250, I've never seen a 250 up close.
If the 250 is like the 600 in that the airbox intake is under the
seat, then giving the air an easier path to under-the-seat would be
a start.

The greatest restriction may be in the head or in the cam timimg,
it's hard to tell until you pull things right apart.

If you think the filter is holding you back, that is easily tested
on a dyno.
