impromptu battery charger

Rootin' through my electrical scrap bin the other day I came across one of those little black cube-type chargers that you plug into the wall and then into your device. This one, from an old bag-type cell phone, has an output of 12 VDC at 600ma or 6/10ths of an amp. This is in the trickle-charger range. It's output connector is the male half of the cigarette lighter plug. If I connect a female cigarette lighter socket to the two, unused "city light" leads in the fairing and plug the above charger into this socket (I think the key would have to be on) can I charge the battery? I seem to recall that for a charger to work it had to put out at least 13VDC. I haven't actually checked the exact output of the charger. Thanks. Bob Kaub
