All of the Title Blocks that I have been able to find ( finding none in the libraries ), that are in DXF format, don't get opened as they are in a "Newer Format". So , I rolled my own and made it available here. To the lower left corner you'll find the ISO / US shapes for layout symbols.
It's called "Generic Title Block" and is zipped.
